Phil Flanagan

Phil Flanagan is a Project Manager and Civil/Structural Engineer who has joined LOC recently to further develop a long offshore engineering career spent working for both engineering design contractors and oil and gas operators.

At LOC, he has applied his structural and offshore installation experience to the marine warranty aspects of offshore development projects and to assessments and expert reviews in other sectors including docks and harbours.

In his roles prior to joining LOC, he was a key member of project teams both as a design based engineer and manager. His successes include many North Sea and overseas projects where innovative engineering was seen through from conception to installation. Later, he took that experience to operator project teams where his roles included concept selection for fixed and floating production, contract tendering and award, and contractor management.
